Overall, she's pretty unique. Granted, I would encourage you to use a different color scheme... The red-green-light orang is a classic look, but it could come across as too generic.

Steampunk is Mechanical meets Victorian, right? Well, I'm seeing some mechanical, but not a ton of Victorian. If there were some way to incorporate more of both aspects, it would fit the name a little more. Possibly a built bodice and some brass fixings might help.

I'd encourage you to study both human and fish anatomy a little more. Neither is bad, but fitting them together is difficult.
